Project Manager: Planned Dollar General Won’t Affect Stinky Run

CLEARFIELD – Zahn King, a project manager with Penntex Ventures LLC, a real estate development company based in Pittsburgh, addressed Clearfield Borough Council last night about the proposed Dollar General in the Bigler Avenue area.

A question was raised by a concerned borough resident about how it would affect Stinky Run, if at all.

According to King, the company would be inputting its own water runoff system that would not affect Stinky Run, nor the future Stinky Run project.

King said he would return for next week’s meeting to request a conditional approval from council.

Fire Chief Michael Yankevich reported that there were 25 incidents for the month of February.

There were also 37 training hours for that month, which included a partnership with Penn Highlands Clearfield for elevator rescue training.

More training is scheduled in April as well as August and September. April will consist of hazmat training and August and September will be one and two module firefighter training.

Clearfield Regional Police Chief Vincent McGinnis reported there were 806 incidents for the month of February including but not limited to traffic stops, DUIs, criminal arrests, traffic stops and court appearances.

Code Enforcement Officer Brett Stewart addressed the subject of amusement tax. According to Stewart, every municipality has its own, and the one constant he did find is, that schools are never charged.

He said guidelines are up to the borough’s discretion, but it was recommended that it at least tax the fair gate for this year‘s fair.

Also, the Planning and Community Development Committee plans to meet with Solicitor F. Cortez “Chip” Bell III to consider requirements for organizations, and if they qualify for an amusement tax exemption.

Street Department Foreman Todd Kling reported that the street department has been busy with spring maintenance around the borough.

In other business, recommendations were made to:

  • approve spring cleanup for all of April on both East and West sides of the borough.
  • approve paving Witmer Street between South Second and Linden streets, as well as paving Elm Avenue between South Third and South Fourth streets.
  • accept the resignation of Matthew Kephart from the Zoning Hearing Board, as well as to advertise for Kephart’s board seat.
  • accept the resignation of Katie Penoyer from the CMA board.
  • reappoint Ann Wood to the board of trustees of the Joseph & Elizabeth Shaw Public Library.
