Bridges to be replaced as part of Public-Private Partnership
GREENWOOD TOWNSHIP – Construction for two Clearfield County bridges is scheduled to begin soon as part of the Pennsylvania Department of Transportation’s (PennDOT) Rapid Bridge Replacement Project.
Replacement of the bridges will allow PennDOT to remove them from Clearfield County’s structurally deficient bridge list.
Details on the projects, which are close to each other, are:
- A Route 219 (Mahaffey-Grampian Highway) bridge, spanning Poplar Run near the village of Bells Landing, Greenwood Township (JV-39). Construction is expected to begin during the week of April 3 and being complete in late October.
- A Route 219 (Mahaffey-Grampian Highway) bridge, spanning Bell Run also near the village of Bells Landing, Greenwood Township (JV-40). Construction is expected to begin during the week of April 3 and being complete in late October.
During construction, an alternating traffic pattern will be controlled by temporary traffic signals that allow drivers to cross both bridges in the same signal cycle.
The signals will be in flash mode starting March 28 and in full operation starting April 3. In the event of unfavorable weather or unforeseen activities, these schedules may change.
These bridges are referred to as JV-39 and JV-40. They are two out of the 558 bridges being replaced under the Rapid Bridge Replacement Project. JV references the joint-venture partnership between Walsh/Granite, which is leading construction for the entire project.
The Rapid Bridge Replacement Project is a public-private partnership (P3) between PennDOT and Plenary Walsh Keystone Partners (PWKP), under which PWKP will finance, design, replace, and maintain the bridges for 25 years. The P3 approach will allow PennDOT to replace the bridges more quickly while achieving significant savings and minimizing impact on motorists.
