Clearfield Municipal Authority Mulling Billing Software Change

CLEARFIELD – The Clearfield Municipal Authority board learned that Manager John Williams is looking into possibly switching billing software for the authority due to the rising costs of support for the current software.

Williams stated that the annual cost has risen at least five percent each year and the support has not been as good for the updated version as it had been prior to the update in 2016-17.

He contacted the company and was told they would look into offering options for multi-year contracts, but the first option they offered was pretty much what they already had, but in a multi-year contract instead.

Williams said they may have to look into another vendor for billing software if the company, Harris, doesn’t offer a better option.

Williams also informed the board that he is looking into applying for a Clearfield Revitalization Corp. facade grant, which is a 50-50 match up to $5,000. He said the sign is deteriorating and they are also looking at replacing the flower box and moving the payment box.

The board discussed briefly looking at other needed upgrades to the building, which was built in the 1950’s or 1960’s. The roof is around 17 years old and will need repaired or replaced soon, and they also discussed improving security for the front office.

Williams also said they are looking to moving the trucks and parts to the sewer plant and using the additional space for offices and storage.

Under engineering, the board learned that the statewide precipitation study was recently published and they are now waiting for the state Department of Environmental Protection to contact CMA regarding repairs on Montgomery Dam.

CMA will also need to create a schedule with DEP regarding the supervisory control and data acquisition system at Montgomery, which needs updated as well.

Engineer Jim Balliet also reported that the state Department of Community and Economic Development small water and sewer grant program application for 10 flow meters to assist CMA with future inflow and infiltration work has the attention of DCED, which has called with questions about the project.

Balliet said in the past when DCED has called with questions, there was a better chance of approval, although approval is not guaranteed. On the other hand, when they do not call with questions, he said it indicates the application will not be approved.

Balliet said the awards are scheduled for summer of 2020.
