CASD to Consider Authorizing Administrators to File Assessment Appeal for River Road Property

CLEARFIELD – On Monday night, the Clearfield school board was asked to consider granting permission for administrators to file an assessment appeal for the district’s River Road property.

The property was the former location of the district’s central administrative offices and maintenance facility. Both are currently located at the Clearfield Area Junior-Senior High School campus.

According to Superintendent Terry Struble, based upon initial reviews, the current assessed value would be about $400,000. However, he said appraisers don’t believe that’s the actual market value for the property.

Looking ahead to the future, he said the district’s administrators want to be prepared to file the appeal in the event a potential buyer arises at some point.

Struble noted that the current assessed value is probably from when the district made its last addition to the River Road property, which goes back “a great period of time.”

Jim Summerville, Pennsylvania School Boards Association member services manager, was also in attendance at the board’s committee meetings. He recognized three board members for years of service.

Board member Tim Morgan and Dr. Michael Spencer were presented with certificates for 16 and eight years of service, respectively. Board member Jennifer Hughes, who was absent from the meeting, also had eight years of service.

Struble also said the board will be asked to consider the administration’s request to appoint two student representatives for the school board.

He said the first student would be a senior appointed to a one-year term; the second would be a junior appointed to a two-year term. The following year, the district would only have to recommend a junior student.

According to Struble, administrators have found the students are very busy. A lot of times with one student, they can’t always attend the board meetings. Additionally, he said by the time they become familiar with the board, their term is ending.

“Having someone on a two-year term would allow them to learn the ropes a little more and to become more of a contributor,” Struble said.

The board’s student representatives are based upon recommendations made to CAJSHS Principal Tim Janocko from school teachers and guidance counselors.
