CLEARFIELD – Clearfield Borough has received 11 applications for the borough manager position, and now the search is shifting to the next stage.
Phil Scrimenti, local government policy specialist for the Governor’s Center for Local Government Services will look over the application materials in order to make an independent recommendation to the borough council.
Scrimenti’s office aided the borough in carrying out their recent financial study.
Councilman Mike Errigo, who is also president of the Personnel Committee, said that while the borough does not have to take the recommendation of the Center for Local Government Services, it helps to have that type of input from an outside source.
Errigo added that he hopes the council can decide on a manager by the end of the year.
“We may, after evaluating them, not like anyone,” he stipulated, saying that in that case, the position will be readvertised. Until that decision is made, however, no further applications are being accepted for borough manager.
The council also voted at their meeting last week to amend an ordinance that adds to the borough manager’s job description. The language states that other duties may be added to his or her position as assigned by council or a committee of council.
In addition, the borough manager will not necessarily have to live within Clearfield Borough. The change to the ordinance allows anyone to apply for the position, and the chosen candidate will be required to move into Lawrence Township or Clearfield Borough within a reasonable period of time as determined by council.
In other personnel news from Clearfield Borough Council, Bill Beveridge, working foreman of the borough crew, submitted a letter expressing his desire to step down to an operator position. Such a change is permitted by the crew’s union.
Beveridge cited personal reasons for the change.
He has agreed to keep the position until a borough manager can be hired.
