CLEARFIELD – Clearfield Borough Council moved forward with a grant application for Impact PA on Thursday night for work at Lower Witmer Park, but not before the plans were questioned by one borough employee.
Borough Operations Manager Leslie Stott asked council to approve the application of a $234,950 DCNR grant, half of which would be an in-kind match by Impact PA. The project, titled Impact Lower Witmer Park, would entail removal of sub base, grading and other items, as well as the instillation of parallel parking along Locust Street.
Steve Biancuzzo, head of the borough’s street department, asked if the plans addressed a fire hydrant, trees, a light pole and manholes that are currently in or near the park. Stott indicated that it did not appear to, and that she had received the grant request on Wednesday.
“They had a year to look at it,” said Biancuzzo. “There’s all sorts of things that’ll get in their way.”
Council voted to approve submitting the grant pending answers from Impact PA on the issues that Biancuzzo presented.
