CLEARFIELD – Lawrence Township Police Chief Mark Brooks presented department reports for December and January, noting that there were 148 criminal arrests in December. Brooks said this was due to an ongoing “theft by deception” case the department has been investigating.
The reports showed 32 traffic arrests for December, and for January, 15 criminal arrests and 42 traffic arrests.
Brooks told the supervisors that Officer Elliott Neeper submitted an application for a federally-funded program for a reporting software called Traffic and Criminal Software (TraCS).
Brooks explained the software has been used by state police throughout the United States and is being made available to municipalities. He said TraCS is a reporting system for traffic accidents and violations, which reduces reporting time, allowing police access from their patrol vehicles, including ability to scan bar codes from driver’s licenses.
The system also provides more efficient inter-agency records processing with courts and Department of Transportation. Brooks noted the department should receive approval for the program by mid-year.
Brooks said the department, in cooperation with the state DOT and Central PA Highway Safety Network, will present a safety program, “Love the Bus,” to the Clearfield Elementary on Feb. 10. He said the program focuses on school bus safety, targeting children ages 5 – 7 years.
Brooks also reported the department was contacted by the Clearfield Masonic Lodge to do a program on safety issues for the elderly. He said the program will be presented at the Lodge on Friday at 8 p.m., and will include issues of identity theft, telephone and Internet fraud, banking schemes and more.
The supervisors scheduled a public hearing for a Zoning Conditional Use request from Craig Gephart to permit timbering on property zoned Rural-Agricultural, with access at Nelson Road. The public hearing is scheduled for Feb. 17 at 6:50 p.m., before the next regular meeting of the supervisors.
The supervisors approved a resolution for a plan revision for a small-flow malfunction replacement waste treatment system for the Harry Proud Estate property. It was noted the original plan was approved in 2013.
The supervisors also approved Pay Estimate #8 for Diehl Contracting, totaling $253,584.11 for the sewage collection system upgrades project.
The supervisors agreed to provide a letter of support to the Clearfield County Commissioners regarding the re-opening of a rail line between Dubois and Curwensville.
