The Clearfield Borough Council has been harshly chastised by the constant political statements regarding the lawsuit filed by Mayor Patty J. Gilliland.
Council voted to secure the sensitive areas of the police department. Council then voted to redesign the layout of the floor plan of the department in order to provide Mayor Gilliland with additional access while keeping investigative information, evidence, and records in a centralized, secured area. This centralized area, and only this area, is restricted to any admittance without a uniformed officer of the Clearfield Borough Police Department.
Mayor Gilliland’s lawsuit seeks a court order providing her with “full, unsupervised, unlimited and unconditional access to the Clearfield Borough Police Department, its police files and records.” The Mayor continues to pursue this lawsuit despite the Borough Council’s amendments to its policy in order to accommodate her. Taxpayer monies and significant amounts of Borough employee time have been spent defending a security policy that we believe is necessary.
Clearfield Borough Council stands by their decision to enhance the security of the police department and protect the records, evidence and investigative files it contains. Clearfield Borough Council does not share in the belief that any person, including elected officials, appointed officials and anyone else who is not certified or trained as a law enforcement official should have access to these files.
