CLEARFIELD – The Stinky Run watershed is in the works to get an upgrade in the future.
Joe Capasso of the Department of Environmental Protection presented Clearfield Borough Council with two options regarding flood control projects on Thursday night.
Stinky Run and Orrs Run consisted of the two proposed projects. Capasso indicated that both projects are on DEP’s radar, but that it was up to council to determine which one will get done first. Capasso said that DEP began planning work on the projects in 2000.
“It is miserable when it’s flooded,” said Jim Leitzinger, council president.
Clearfield Borough Operations Manager Leslie Stott recommended that council allow her to write a letter to DEP recommending the Stinky Run project as the borough’s first project. Those present voted unanimously in favor of that recommendation.
The Stinky Run project will consist of an 1,800 feet culvert. It will start on Woodland Road, run down Twelfth Street, under Bigler Avenue and under the RJ Corman rail line. The projected cost is $50,000.
That project will have a projected start date of 2011, though Capasso said that a 2010 start date is possible.
The Orr’s Run project, which is projected to being at a later time, will start around West Seventh Street and run down Martin Street near the river, is projected at a cost of around $1.5 million.
Work on both projects will include above and below ground work.
“The DEP flood control project is a partnership,” said Capasso.
While the borough has some costs, DEP pays for 100 percent of design and construction costs.
The borough would be responsible for obtaining easements where necessary, utilities issues and maintenance on the line. DEP also provide opportunities for grants and training to maintain the projects.
