JEFFERSON COUNTY – A Punxsutawney woman is suing the Pennsylvania State Police and the company that manufactures Taser stun guns in connection to the death of her son.
Barbara Wingard’s son, 36-year-old Troy Hooftallen died exactly two years ago Thursday. Wingard said her son was suffering from a negative reaction to medication he took while waiting for an ambulance.
The lawsuit claims two state troopers taunted Hooftallen until he retaliated, at which point it says the troopers handcuffed and shackled him and then shocked him repeatedly with a Taser until he went into cardiac arrest.
Wingard said in her lawsuit that the troopers did not perform CPR and Hooftallen died at a hospital the next day.
The lawsuit alleged excessive force and lack of medical care.
