HARRISBURG – Governor Edward G. Rendell signed House Bill 191 and House Bill 33 into law.
HB 191 allows people who are 16 years old to donate blood as long as they have written permission from a parent or guardian.
Before Governor Rendell signed the bill, people could not donate blood until they were 17. The Red Cross and Pennsylvania blood banks asked for the change to compensate for a population that, they say, has become older, more ambulatory and less likely to donate.
The new law takes effect in 60 days.
HB 33 authorizes the Department of General Services, with the approval of the Department of Conservation and Natural Resources and the Governor, to lease 2.481 acres of unimproved land to Pine Township, Clearfield County.
The lease is for one year and includes automatic, annual renewals that are not to exceed 99 years, unless terminated by either party. The property will be used for township purposes and DCNR and DGS have the right to receive, review and comment on all designs to improve the property.
