CLEARFIELD – The Clearfield County Commissioners on Tuesday approved additional county policies concerning federal grant funding.
In October, the county and Penn State DuBois received a $725,850 federal grant for expansion of the North Central PA LaunchBox, according to previously-published GANT News reports.
The POWER grant was awarded by the Appalachian Regional Commission (ARC), said Solicitor Heather Bozovich, and now the county is required to put certain policies and procedures in place.
She said there are procedures for allowable costs, disclosure, federal cash and financial management and appointment and real property management.
Bozovich said she’s worked with the county’s planning director to ensure the county meets ARC’s requirements, and she requested the commissioners to consider approval.
Commissioner John A. Sobel then motioned to approve the recommended county policies for federal grants, so that the county is able to properly apply for and maintain federal grants.
The motion was seconded by Commissioner Dave Glass and approved 3-0. Bozovich noted that these county policies will apply to all future federal grants.
“This is just the first one that came up that we needed to add these additional policies and procedures,” she said. “For any future federal grants, we now have these policies in place.”
In other business, the commissioners:
- approved one-year linkage agreements with Community County Services for the Juvenile Probation Department.
- approved one-year collaborative agreements with the Community Guidance Center for the Clearfield County Jail and Probation Department.
- approved a one-year agreement with Cen-Clear Child Services on behalf of the Child Advocacy Center of Clearfield County.
- approved a purchase of service agreement with the Children’s Aid Society of Mercer County for 2019-20 that mirrors the county’s agreement with the Children’s Aid Society of Clearfield County.
- approved a request for proposals for independent, state-certified general real estate appraisal services for an agriculture conservation easement purchase. Bozovich said at the last meeting, the board approved an RFP for title abstracting and insurance services for the Farmland Preservation Program, and as part of that, the program will also need a real estate appraiser. She said the Planning Office plans to send the RFP out to as many local appraisers as possible, and the deadline is June 23. Bozovich said there is one program applicant and the county projects that it will have roughly one annually.
- approved liquid fuel allocations to Bell Township ($4,609.98); Grampian Borough ($3,000); DuBois City ($8,590.01); Greenwood Township ($3,522.57); Bradford Township ($5,330.36); Coalport Borough ($3,000); Bigler Township ($3,629.23); and Jordan Township ($3,764.82).
- approved three new hires and the continuance of one employee’s excused, unpaid medical leave.
- approved the bills as presented by the Controller’s office, which included the county’s 2020 Tax Anticipation Note (TAN).
- approved the minutes from the May 26 board meeting.
