Former Law Enforcement Officer Charged in Retail Theft Case

CLEARFIELD – A former law enforcement officer is facing charges in connection with an alleged retail theft incident that occurred in late January at the Wal-Mart Supercenter of Clearfield.

Todd E. Lombardo, 55, of Clearfield is charged by Officer Elliott Neeper of the Lawrence Township police with felony conspiracy, misdemeanor receiving stolen property and summary retail theft.

According to the police report, the incident occurred Jan. 30 when Lombardo and Brandy Parr, 36, also of Clearfield, under-rang store merchandise displayed for sale.

Lombardo and Parr failed to scan multiple items at the self-checkout, and the total value of the merchandise taken was $42.29, police say.

Lombardo was the long-time officer-in-charge/lieutenant of the former Morris-Cooper Regional Police Department. He resigned from that post in February of 2018.

He also worked as a part-time special deputy for the Clearfield County Sheriff’s Office from September of 2015 until December of 2018.

Parr is charged with felony retail theft and conspiracy and misdemeanor receiving stolen property.
