CLEARFIELD – A DuBois man accused of bringing drugs into the area pleaded guilty Tuesday during plea and sentencing court in Clearfield County.
Joseph Francis Alvin, 32, was sentenced by Judge Paul E. Cherry to two to four years in state prison for possession with intent to deliver a controlled substance-heroin, criminal conspiracy and dealing in proceeds of unlawful activities. All are felony offenses.
He must complete drug and alcohol counseling and submit to DNA testing at a cost of $250.
Alvin was arrested as part of “Operation Ice Storm” in March when over 30 people were taken into custody for their connection with a drug ring that was selling methamphetamine and heroin in the area, according to a press release from District Attorney William A. Shaw Jr.
The arrests were the result of a year-long investigation that involved the DuBois City and Sandy Township police departments, the Clearfield County Drug Task Force, the District Attorney, and the Pennsylvania Office of Attorney General.
This investigation also involved the execution of a search warrant on a vehicle driven by Hank Petrillo on June 19, 2015, according to grand jury testimony.
Traveling with him from Philadelphia was Jessica Vicklund and Joseph Alvin. Officers found approximately 12.38 grams of heroin and 12.91 grams of meth in the vehicle. Other items located were related to the packaging of drugs. Alvin had over $2,600 in cash.
In August, Vicklund, 35, pleaded guilty and was sentenced to two to five years in state prison by Cherry.
Petrillo, 28, is currently in state prison for a probation violation. He faces similar charges. He has signed a plea agreement and is scheduled to be sentenced in October.
