CLEARFIELD – In the wake of the flooding last week in Clearfield Borough, engineers have addressed a long-awaited project.
At Thursday’s Clearfield Borough Council work session, Timothy Cooper and Gary Wisor discussed the projects, which are designed to help update and add additional stormwater drainage capabilities to Stinky Run and Orrs Run.
Wisor said the plans for the improvements to Stinky Run have been resubmitted to the Department of Environmental Protection. He said a meeting has been set up with DEP for Monday.
He said the plans are considered “preliminary” and that they are hoping to move into the final design phase following the meeting. He said Stiffler, McGraw and Associates is looking to begin the permitting process. Wisor said in a “best case” scenario, they are hoping to begin construction next year.
Wisor said there were some concerns about the head wall and discussions about closing off the creek, which will add expense to the project. He said the project will also remove any angles and “dog leg” turns in the drainage system that will greatly improve the water flow.
Council Member Brian Lytle said there had been a lot of discussion about Stinky Run, but Orrs Run has a 100-year-old culvert and other issues.
Borough Operations Manager Leslie Stott said there had been “conceptual” drawings done of a project for Orrs Run in the 1990’s but with increased cost of materials and other factors, the total cost for the project has increased considerably. She said the plans the Orrs Run project will be submitted for review.
