CLEARFIELD – The Clearfield Municipal Authority heard from a local landlord concerning the timing of bill and shut off notices, especially in regards to apartment rentals.
He explained that if a tenant rents an apartment at the beginning of December, the first bill is sent out in April for the first quarter, but it isn’t due until June 17, so tenants will leave before the bill is due and a shut off is threatened, leaving him will a bill of about $600. He asked if there wasn’t some way to close the timing gap at least, or something else that could be done.
Several suggestions were discussed briefly, including going to monthly billing, which has been discussed before. However, it was noted that changing billing won’t be possible until the new meters are all installed.
After some discussion, the board agreed to have operations look at the total picture and bring back suggestions. It was also noted that eventually the board is going to need to sit down and determine if monthly billing is an option they should consider seriously.
Under the engineer’s report, work on the wastewater treatment facility is progressing well. The new control valves have been installed at the Montgomery Run Water Treatment Facility. The design drawings and specifications for the new water line under Clearfield Creek have been finalized and property owners will need to be contacted for right of ways.
The board approved a quote to televise and clean the Montgomery Run interceptor and a portion of Riverview Road. The quote from Insight Pipes, the company recommended by Gwin, Dobson & Foreman Engineers is for $14,033.40. If heavy cleaning is needed, the cost would be an additional $350 per hour, but only on the approval of CMA manager.
A half-hour executive session was held for personnel but no decision was made.
