CLEARFIELD – The Lawrence Township Supervisors discussed a section of Pifer Road during public comment last night.
Glenn Johnston addressed the board and said he is concerned with the last 4,000 feet of road. The township is planning to mill and overlay most of the road, but the last 4,000 feet are not on the list for repair.
He said there are some drivers on that road who travel too fast and do damage to the road, but if that section were tarred and chipped it would secure the road.
“Tar and chip will hold that forever,” he said.
Johnston said he recently got a quote on his driveway, which branches directly off of the road, and the quote from Jefferson Paving was for $12,000 for just over a mile of driveway.
He added when he had it done about 10-15 years ago it was about $18,000 and the representative at Jefferson Paving said it was because of the current cost of oil. He suggested that the supervisors should jump on this now before the cost of oil rises much more.
The supervisors said it sounded good and they will look into it and see what money is available.
Also regarding roadwork, the supervisors learned from Roadmaster Ron Woodling that the phone quote for painting at the Hyde intersection was $9,971.50 and painting on Airport Road was $1,939.50. He reminded the supervisors that this is not in writing.
Wilson Fisher of Hess & Fisher Engineers presented plans to the supervisors for sewer connections for Sherwin Williams and Strattan Motors near Golden Rod.
The plans call for one-and-a-half inch pipe from the businesses and a grinder pump, then two-inch line with a clean out emptying into the gravity line. The plans require a highway occupancy permit from the state Department of Transportation.
Fisher suggested an agreement between the township and the businesses that the township would do the work, but the businesses would then maintain the lines. Fisher also said that the township engineer, Stiffler and McGraw, approved the plans.
Supervisor William Lawhead said he would like a letter from the engineer and approval from the solicitor, James Naddeo, and the supervisors approved the plans pending those two matters.
Under the secretary’s report, the supervisors approved the CNB Bank Investment Policy for both pension plans. The liquid fuels audit was accepted after the supervisors learned it was in compliance and there were no areas of concern.
Also, a resident will be filling their swimming pool and asked about a surcharge adjustment, but the supervisors said no.
Supervisor Chairman Randy Powell asked if there had ever been no parking signs at the dry hydrant on Riverview Road. Lawhead said he couldn’t remember there being one and that the hydrant doesn’t always work correctly.
The supervisors will have the hydrant looked at. Powell said he was concerned if people were parked there and the fire company needs to use the hydrant it could create an issue.
The supervisors and Naddeo held an executive session on possible litigation, but no decision was reached.
