The national and state unemployment rates coming out of Washington D.C. and Harrisburg, 4.9 percent and 4.6 percent respectively, are the lowest since before the Great Recession, during which 8.7 million Americans lost their jobs and the unemployment rate peaked at 10 percent in October 2009. There are more job openings in the U.S.
