David Zartman is president of Zartman Construction, Inc. a full service, nationally recognized general contractor in the Central Susquehanna Valley. David graduated in 1983 from Penn State University where he received a bachelor’s of architectural engineering. After graduation, he worked in estimating and project management. In 1991, he obtained his professional engineer license.
