CLEARFIELD – Resident and former supervisor Glenn Johnston addressed the Lawrence Township Supervisors at Thursday’s meeting regarding needed roadwork on Pifer and Flegal roads after first commending the supervisors’ decision early this year to restrict supervisors from working as paid employees for the township.
He said the decision took a lot of courage from the supervisors, and noted that it was a good decision for the township.
Regarding the road work, Johnston said the first 1,000 yards of Pifer Road are more than 50 years old and needs fully paved. He added that the last 1,000 yards has had a lot of improvements and is suitable for tar and chip paving. He asked that the supervisors consider adding these sections of roadway to the 2016 paving projects.
Johnston also said the farther end of Flegal Road has a major soft spot that is disrupting storm water drainage. He pointed out that a logging operation will be traveling this road, which will cause more stress on the bad section, as well as for the log trucks.
Roadmaster Ron Woodling agreed that the spot needs work, and said he will look into it on Monday.
Woodling reported that HRI Inc. has completed all the scheduled paving projects. He said the township road crew has been berming Flegal Road and doing spot paving.
The supervisors approved to extend the employment for seasonal road workers to Oct. 29.
The supervisors also approved to advertise for winter road materials, including 1,200 tons of 6-S and 2,000 tons of #67 gravel.
Township Secretary Barb Shaffner presented two changes for the zoning ordinance for clarification, in order to complete the draft of changes for advertising. The first change was regarding shed size, which is currently set at maximum of 250 square feet.
Zoning Board member Randy Powell said this could be considered a small garage, and suggested a maximum for a shed to be 192 feet. The supervisors agreed.
Shaffner asked for clarification on property setbacks that were currently at 10 feet minimum for sides and at 30 feet minimum for rear. The supervisors agreed to minimums of 8 and 10 feet respectively.
Shaffner reported the insurance escrow payment was received for the house fire on the 700 block of Daisy Street in March, noting that the property met all reclamation requirements for the township. The supervisors approved to release the funds to the property owners.
The supervisors approved a notice to proceed for E M Brown for Montgomery Run acid mine drainage (AMD) projects – MON #30, known as Charlie’s Weir discharge, and MON #71, or Danvir’s Cistern at Danvir Road.
The projects are to construct passive treatment systems to remove acidity and metals from the drainage as it is released into the small tributaries of Montgomery Run.
The supervisors also approved:
- Pay Estimate #14 from Diehl Contracting totaling $100,333.03.
- MMO’s for 2016 for Police Department totaling $174,081, and for General Funds totaling $27,611.
- Reimbursement to the Commonwealth of PA of Drug Task Force funds of $1,188.79 that was overpaid. Shaffner noted the overpayment will be deducted from police officers’ future drug task force pay.
- Sewer exoneration for 195 Morrison Rd.
- Use of township roads for the fourth annual Bison Stampede 5K on Oct. 24
- Resolution to destroy old tax records.
