CLEARFIELD – The Lawrence Township Supervisors approved at last night’s meeting to purchase a new Ford F-550 through Pennsylvania’s cooperative purchasing program, COSTARS.
The cost of the 2015 dump truck from Bradco Supply, a COSTARS supplier, totals $78,698, less $5,000 trade-in, or $73,698.
A bid was also received through the same program for a comparable Dodge truck, with a cost of $78,000 and no trade-in.
The supervisors also approved the application for 2015 Dirt, Gravel and Low Volume Road Grant in the amount of $64,168. The application is for procurement and placement of 2,080 tons of Driving Surface Aggregate (DSA). The grant is administered through the Clearfield County Conservation District.
Roadmaster Ron Woodling reported the 2014 Dirt, Gravel and Low Volume Road Grant project, providing drainage improvements on Hemlock Hollow Road, is completed except for some grading.
Woodling also reported that HRI Inc. will be completing paving projects during the week of Aug. 24. He said the road crew is working on Danver Road in preparation for the tar and chip paving, and has been doing “cold patch” repair work in the mornings. He added that the crew will be working in the Kerr Addition area next week for some needed repairs.
The supervisors approved a bid for roof replacement for the Lawrence Township Recreation Park concession stand and two dug-outs. Bids from All-American Roofing of Coalport were for shingle or metal roofing, costing $5,720 and $5,852, respectively. The supervisors opted for the metal roof, due to the long warranty and low maintenance requirements.
Solicitor James Naddeo presented a resolution to amend the zoning ordinance. Several minor changes were proposed by the Zoning Hearing Board, including making churches a permitted use in Commercial Highway zoned areas. The amendments will be advertised before approval at a later township meeting.
Naddeo also presented an amendment to the township’s sub-division ordinance, which will require appropriate disposal of surface, or storm water for residential dwelling construction. Supervisors approved.
Naddeo reported that Clearfield School District approved to extend the Keystone Opportunity Zone (KOZ) tax incentives program for businesses for another 10 years, effective January of 2016. The supervisors approved to have the resolution drawn up to also approve the extension.
KOZ is a program that offers opportunities for land development with reduced state and local taxes. KOZ is administered through Clearly Ahead Development, previously Clearfield County Economic Development Corp.
Supervisor Chairman Bill Lawhead commended the Clearfield Teener-League Baseball team for winning the State VFW Championship. He also extended thanks to the township’s Recreational Park Board. He said the board has done an excellent job in supporting and maintaining the Recreational Park, where the teener-league tournament was held over the past weekend.
The supervisors approved to appoint Neal Irwin of Hyde as second alternate on the Zoning Hearing Board.
The supervisors also approved to reimburse $994.50 in sewerage surcharges to Greg and Karen Norris of Elizabeth Street.
Secretary Barb Shaffner reported that the Norris’ have been paying the surcharge to the township, but they have never been on the township’s service line, as their sewerage line discharges directly into Clearfield Municipal Authority collection lines.
