CLEARFIELD – The Lawrence Township Supervisors opened bids at last night’s meeting for the proposed 2015 township paving projects.
Bids received were: New Enterprise – $1,038,946.20, HRI – $1,029,069 and Glenn O. Hawbaker – $1,078,060. The supervisors tabled action on the bid award until review by the township’s roadmaster and solicitor.
Supervisors Ed Brown and acting Chairman Dan Mitchell approved a working schedule for the township code enforcement officer, based on recommendations of Mitchell and Supervisor Bill Lawhead, after meeting with Code Enforcement Officer Debra Finkbeiner. Lawhead was absent for the supervisors’ meeting.
The approved schedule will include 26 hours per week of regular officer hours from 8:30 a.m. – 2:30 p.m., plus six hours flex time as needed for work outside the office. An additional four hours per week will be allowed as needed with full accounting of time in writing. The officer will be required to use township staff vehicle for township business, and will be provided a cell phone for township business only.
Reappointment was approved for Rick Redden to the Recreational Park Board and for Don Shaw to the Joint Appeals Board.
On request by Secretary/Treasurer Barb Shaffner, the supervisors approved to change the next supervisors’ meeting date from Tuesday, April 21 to Thursday, April 23 at 7 p.m. due to schedule conflict.
The supervisors passed a resolution to adopt a Code Ticketing Ordinance. The ordinance will be advertised in the next step in the adoption process.
Finkbeiner reported that she has received numerous calls regarding burning violations. She reminds residents of the township burning ordinance that prohibits burning of trash due to the public nuisance. She noted this does not prohibit small campfires or barbeque fires.
Shaffner presented Roadmaster Ron Woodling’s report. Woodling was absent due to illness. It was reported that three of the township’s vehicles are out of commission due to needed repairs. Major repairs are required for Vehicle #11 Ford F-550, one of the township’s newer vehicles, with engine replacement costs estimated to be $10,000 to $15,000 for a Cummins diesel engine replacement kit.
Decisions regarding vehicle repairs were tabled pending more cost information and review.
The supervisors approved to advertise for bids for a used grader, per specifications, and to advertise for bids for 1,000 tons 2RC stone. It was also approved to advertise access township equipment on Municibid.
The supervisors approved to accept the resignation of road crewman Randy Luzier, effective April 30.
The supervisors also approved Pay Estimate #10 for Diehl Contracting, totaling $9863.85 for the sewage collection system upgrades project.
