HARRISBURG – The Pennsylvania State Police conducted a compliance check of 92 residences and employment locations of sexual offenders in Juniata and Mifflin Counties.
Troopers from the Megan’s Law section and Troop G, Lewistown station conducted the operation on June 24-25. Two offenders were found to be non-compliant and arrested by state police at Lewistown.
- Bryan Scott Wyland, 44, from East Waterford, Juniata County. Wyland is a Tier 3 offender and is required to register based on a 2004 conviction for indecent assault. Wyland failed to report an e-mail address and Facebook account.
- Paul Leroy Kirchoff, 27, from Lewistown, Mifflin County. Kirchoff is a Tier 2 offender who is required to register based upon a 2012 conviction for indecent assault. Kirchoff failed to notify state police of his change of address.
A third individual is currently under investigation and charges are pending.
This operation is the first of many to be conducted statewide by the newly formed state police Megan’s Law Compliance Unit. The unit was formed to create greater accountability and monitoring of sexual offenders.
This is accomplished through compliance checks, and assisting state and local police with the criminal investigation and prosecution of non-compliant offenders.
The Megan’s Law Compliance Unit works closely with the Pennsylvania State Sexual Offender Assessment Board (SOAB) to initiate prosecution against Sexually Violent Predators (SVP) who do not complete psychological counseling as required. The ultimate goal is to enhance public safety by ensuring compliance of sexual offenders.
The Pennsylvania State Police members were assisted by Lewistown Borough Police Department as well as the Juniata and Mifflin County District Attorneys’ offices.
