CLEARFIELD – The Joint Operating Committee of the Clearfield County Career & Technology Center recognized Victoria Reams as the outstanding student for the 2013-14 school year.
She was a student in the cosmetology program and also a graduate of Philipsburg-Osceola Area High School. She plans to work with her mother at Nails by Nicci and Hair by Pam.
