Shaw identified the fugitive as James Eugene Carter, 51, of Tozier Avenue, DuBois. Carter is wanted for failure to appear at criminal call on May 15.
On Oct. 7, 2013, Officer Randall Young of the DuBois City Police Department filed a criminal complaint against Carter. He charged Carter with delivery of a controlled substance, possession of a controlled substance and criminal use of a communication facility.
According to the affidavit of probable cause, in September of 2013, the Pennsylvania Attorney General’s Office and the Clearfield County Drug Task Force initiated an investigation into the sale of prescription pills from a residence in DuBois City. On Sept. 4, 2013, a controlled buy was arranged via cellular telephone and a confidential informant purchased two Percocet pills and two Ritalin pills for $104 from Carter.
A preliminary hearing was scheduled for Oct. 18, 2013, at which time all charges were held for court. On May 15, Carter failed to appear for criminal call and a warrant was issued for his arrest.
Carter is described as an African-American male standing 6 feet tall. He has brown eyes and hair.
