CLEARFIELD – The Lawrence Township Supervisors completed the funding process for Phase III of the sewage project at last night’s meeting.
Solicitor James Naddeo reported receiving approval from the state Department of Community & Economic Development for the proposed loan of $3 million from Clearfield Bank & Trust to fund Phase III. He presented the loan documents from CB&T for signatures to finalize the loan.
The supervisors had previously adopted the ordinance authorizing the signing of the loan documents.
The supervisors passed a resolution authorizing the condemnation of properties for failure to sign easements for the sewer project. Naddeo said there are three properties being condemned for permanent easements, which will be compensated, and 12 temporary easements for lateral replacement. It was noted residents may still contact the township regarding unsigned easements before filing of condemnations is finalized at the Clearfield County Courthouse.
Naddeo presented a resolution for the supervisors to adopt in lieu of the proposed agreement with Clearfield Municipal Authority regarding any potential fines from the state Department of Environmental Protection for sewage overflow from the present sewage system. The supervisors passed the resolution to pay 80 percent of any DEP fines that may be imposed.
Secretary Barb Shaffner presented a change order for the sewage project to add laterals to several houses on Carrs Hill Road at a cost of $172,233. Supervisor Ed Brown noted it was a requirement of DEP.
The supervisors approved the pay estimate for internal televised inspections of sewage laterals, totaling $20,892.
