CLEARFIELD – The Lawrence Township Supervisors heard a lot of public comment at Tuesday night’s meeting, including complaints about a smelly port-a-pot at the South Second Street farmer’s market stand, to arguments for and against the supervisors’ decision at the Jan. 6 re-organizational meeting to appoint two roadmasters.
At the Jan. 6 meeting, the supervisors approved to appoint Supervisors Ed Brown and Dan Mitchell as roadmasters, a position that was held solely by William Lawhead during the previous four years. Lawhead had voted against the appointment of Mitchell as roadmaster at the Jan. 6 meeting.
The supervisors also heard from Ben Timko with a zoning change request for Coal Hill Road. Timko asked that the supervisors approve a zoning change to include multi-family housing. He said he has plans to build a multi-unit complex for seniors on a location off of Coal Hill Road but was denied by the township zoning board because of current zoning restrictions.
The supervisors agreed that the township’s zoning ordinances in general need to be reviewed. No action was taken at this time regarding Timko’s request.
A representative for Global Custom Decorating Inc. of Curwensville presented a rental offer for the township’s property at Hyde. The offer is for 12.5 cents per square foot per month rent for the site. There wasn’t any decision made on the offer.
The supervisors approved to promote a part-time police officer to a full-time position, and to advertise to hire another part-time officer. The township presently has five part-time officers to be considered for the full-time position.
The supervisors adopted an ordinance for a loan guarantee for Clearfield Municipal Authority for construction of a mandated wastewater treatment plant. The ordinance pertains to the Lawrence Township portion of the loan, or 43.98 percent of the $16,128,455 in PennVEST loans the Clearfield Municipal Authority is pursuing for the project.
The supervisors adopted the ordinance as advertised accepting the $3 million debt through Clearfield Bank and Trust to fund the approved Phase III sewage upgrades.
Bids for the Phase III and TV Lateral construct have been advertised and will be opened at the supervisor’s next meeting.
According to Township Secretary Barb Shaffner, township engineers have not released the Mill Road project for bid, and the roadmasters are still reviewing the township’s other proposed paving projects and have not yet released them for bid.
The supervisors adjourned to executive session to discuss personnel issues and a matter of potential litigation, with no re-adjournment.
