CLEARFIELD – At last night’s meeting, the Lawrence Township Supervisors approved the their Sewage Corrective Action Plan proposed by engineers, Stiffler McGraw & Associates Inc. Supervisor Bill Lawhead explained the plan has four parts: Phase III sewage line project, televising (camera inspections) all units in the Phase III project, conducting physical inspections of all units and camera inspections of all previously inspected laterals.
The supervisors also approved contracting Pennsafe Building Inspection Services LLC of DuBois to conduct home sewage inspections. Lawhead said the cost of inspections is $40 per unit, which the township will cover as part of the Corrective Action Plan.
Lawhead noted, and Solicitor James Naddeo confirmed, that any refusal of residents to allow unit inspections is a violation of township ordinances and will result in magisterial action and fines.
Naddeo presented a proposed resolution to extend the term of Clearfield Municipal Authority for another 50 years. He pointed out that this resolution pertains to the municipal corporation only, and actions such as changing by-laws will remain the same. The supervisors approved the resolution.
Naddeo reported progress on the new resolution amending the split on state Department of Environmental Protection imposed fines for the stormwater infiltration on the sewage system. He said the proposed resolution will change the fine split from 80 percent Lawrence Township cost and 20 percent CMA cost to 70/30 split. He said the amended resolution was submitted to John Ryan, solicitor for CMA, and is waiting for CMA review and input.
Naddeo presented an ordinance for approval by supervisors that will require sewer inspection of any property sold in the township, including on-lot sewage or municipal sewage. It was noted that this is to protect the property buyer and to insure sewage requirements are met. Supervisors approved the ordinance.
The supervisors awarded the bid for a new fire truck for Lawrence Township Fire Company No. 1 to 4 Guys Fire Trucks, Meyersdale. The bid for the new truck is $486,980. But the supervisors will be working with the firemen and with the 4 Guys salesman to try to cut costs if possible. The supervisors said the new truck will have a Spartan Gladiator Chassis, and will include LED lighting.
In other business, the supervisors approved a Wallace-Smith subdivision for property on Nelson Road and approved to pay bills totaling $70,975.74
Lawhead reminded residents that leaf vacuuming service will end this Friday for the season. He said bagged leafs may still be picked up by calling the township office. He stressed leaves must be in biodegradable bags. He also noted leaves may be taken to the municipal composting site, but must also be in biodegradable bags.
The supervisors adjourned to executive session with no re-adjournment to discuss financial and legal issues regarding financing for the sewage project.
