CLEARFIELD – The Lawrence Township Supervisors awarded Glenn O. Hawbaker its planned paving projects for this year on their bid of $445,380.90 at Tuesday night’s regular meeting.
Bids received also included HRI Inc. of $468,579.50, New Enterprise Stone & Lime Co. of $459,659.60 and Grannas Bros. Stone and Asphalt of $463,081.95. Chairman Glenn Johnston noted the bids were very competitive, within a 5 percent margin.
Supervisor William Lawhead said the township has a large paving program for this year. Projects included in the schedule are Lytle, Bloom, High, High Level, Pifer, Flegal and Industrial Park roads and Pine Grove Nursery.
The award for tar and chipping projects went to Russell Standard Corp. on their bid of $99,312.43. Bids received also included: New Enterprise Stone & Lime Co. – $128,258.17, Cottles Asphalt – $110,018.81, Glenn O Hawbaker – $126,230.98, Midland Asphalt – $135,197.04, Jefferson Paving Corp. – $125,873.99, and Suit-Kote – $117,130.90.
Tar and chipping projects for the township include Kauffman, Fire Tower and Old Penfield roads, as well as the unpaved portion of Flegal Road.
Township Solicitor James Naddeo confirmed all bids were in order. Bids were awarded on condition of approval by the township’s engineer firm, Stiffler, McGraw & Associates.
Naddeo reported the third draft of the proposed amendment to its junkyard ordinance will be ready for review at the next meeting.
Having researched its ordinances, Naddeo confirmed there isn’t any ordinance on the books regarding penalizing owners of domestic animals for property trespass or damage. This was in response to a question previously brought before the board. He stated that complainants might seek liability through civil action for damages caused by escaped domestic animals, however.
After an executive session on personnel matters, the supervisors agreed to continue accepting applications for a code enforcement officer. The supervisors also adjourned to executive session regarding possible litigation on an ordinance violation concerning burning.
In other business, the supervisors:
– tabled a decision on upgrades for the township office computers to review options.
– approved to advertise for bids for purchase of a tandem asphalt roller. Bids will be opened at the June 4 meeting.
– reviewed quotes for renewal of Employee Health Insurance from UPMC. Secretary/Treasurer Barbara Shaffner noted the proposed policy has a 6.9 percent cost increase. A decision was tabled for further review until the next meeting.
– Approved purchase of a mailbox and hardware at a maximum cost of $600 to be installed at the township office for mail delivery.
– Approved to contract Lanager’s Landscape and Lawn Care to spray for weeds at the Lawrence Township Recreational Park, two separate applications at a cost of $195 each.
– Approved to cover costs of repairs for Fire Station No. 5 rescue truck not covered under warranty, estimated at $3,500.
-Approved to purchase 500 tons of 2B and #3 stone for road projects.
-Approved a request from the Clearfield Soccer Association to grade the road into the soccer park.
– Approved to pay bills totaling $71,227.95
