CLEARFIELD – A woman involved with selling cocaine to a confidential informant and undercover agent waived her right to a preliminary hearing during Centralized Court Wednesday at the Clearfield County Jail.
Bridget R. Brolin, 39, of Derry has been charged with manufacture, delivery or possession with intent to manufacture or deliver; intentional possession of controlled substance by person not registered; and criminal use of communication facility. She’s currently incarcerated in lieu of $100,000 bail.
According to the affidavit of probable cause, the charges stem from a joint investigation between the Pennsylvania Attorney General’s Office and the Clearfield County Drug Task Force.
On April 26, an agent and informant purchased approximately 2 grams of cocaine from co-defendant Kimm S. Wisor for $200.
At approximately 8:49 a.m., the informant arrived at the Lawrence Township Police Department and said they could purchase cocaine from Wisor and or his girlfriend, Brolin. At approximately 12:52 p.m., the informant text-messaged a known man for Wisor’s home telephone number so they could purchase 2 grams of cocaine. The man text-messaged the informant, indicated that Wisor was at the doctor’s office and wouldn’t be back until after 5 p.m.
At approximately 1:36 p.m., the informant received an incoming call from Wisor, who indicated that he could obtain cocaine for the informant. Wisor instructed the informant to meet him behind a River Road residence in Clearfield.
At approximately 1:54 p.m., the informant and agent departed en route to the River Road residence and surveillance followed them. They arrived and parked at the rear of the residence on Mapes Street. The informant called the phone used by the resident and learned they, including Wisor and Brolin, were at the Clearfield Mall.
At approximately 2:01 p.m., the informant received a call from Wisor, who asked if it was only 1 gram. The informant told Wisor they wanted 2 grams of cocaine. At approximately 2:06 p.m., the informant received another call from Wisor, who informed that the “order was placed” for 2 grams. Wisor called another time and asked for the informant to pick up Wisor and Brolin at the Clearfield Mall.
At approximately 2:11 p.m., the informant, under the direction of the agent, departed en route to the Clearfield Mall to pick up Wisor and Brolin. Wisor would be meeting with an unknown person to obtain the cocaine near Jack’s Beer Distributor on Spruce Street.
At approximately 2:21 p.m., Wisor and Brolin entered the back seat of the informant’s vehicle. The informant drove with the agent in the front, passenger’s seat and headed westbound toward Curwensville on state Route 879.
Directed by Wisor, the informant turned onto Spruce Street from SR 879. There, they parked in a lot off Spruce Street near Clearfield Wholesale Paper Co. Inc. on South Fourth Street and the agent provided Wisor with $200 to purchase 2 grams of cocaine.
At approximately 2:27 p.m., Wisor exited the vehicle and walked away toward Jack’s Beer Distributor. Surveillance observed Wisor ending a call on his cellular phone in front of the beer distributor.
Surveillance then observed Wisor meeting with an African American man who had facial hair. He was wearing a black, hooded sweatshirt and blue shorts. The agent observed this from the informant’s vehicle. The man retrieved something from his pocket and both he and Wisor walked behind Clearfield Wholesale Paper Co. Inc.
At approximately 2:32 p.m., surveillance observed Wisor walking from behind Clearfield Wholesale Paper Co. Inc. He was speaking on his cellular phone and the agent observed him walking toward the informant’s vehicle. Wisor entered the rear, passenger’s side and handed the informant two baggies of cocaine, which were approximately 1 gram each.
The informant provided the baggies to the agent who placed them inside an empty cigarette pack, which he stuck in his right, front pocket.
From approximately 2:34 p.m. to 2:42 p.m., Wisor and Brolin prepared cocaine for use intravenously and injected the cocaine while in the back seat of the informant’s vehicle. This cocaine wasn’t from that delivered to the informant/agent but was an additional amount obtained/maintained by Wisor. There was general conversation about the quality of the cocaine and how it gave “ear ringers.”
The informant began traveling toward SR 879 from Spruce Street, turned left onto SR 879 toward River Road and then onto Mapes Street. The agent spoke to Wisor about the correct weight for an eight-ball of cocaine as well as the process for making methamphetamine and “Smurfing.” Wisor told the agent if he wanted to obtain Ephedrine pills he could provide them.
At approximately 4:15 p.m., the agent conducted a field test of the cocaine purchased from Wisor. It yielded positive results for the presence of cocaine; afterward, it was taken to the regional office and secured as evidence.
On May 14, the agent retrieved the suspected cocaine purchased from Wisor on April 26 for $200. He weighed the suspected cocaine; the total package weight was approximately 2.3 grams. It was packaged and logged into the regional evidence system. He subsequently prepared a request for forensic analysis; it was submitted to the Pennsylvania State Police Crime Lab for further analysis.
On May 8, the agent purchased approximately 2 grams of cocaine from Wisor for $200.
At approximately 7 p.m., the informant arrived in Clearfield and was briefly interviewed about Wisor. The informant was asked to identify an unlabeled photograph of Wisor and identified it as Wisor. The informant explained they also owed Wisor $30 for a previous drug debt incurred April 25 prior to being activated as an informant.
At 7:25 p.m., the informant text-messaged Wisor, stating, “Hey, I got that $30. Can you get me 2 [grams] for my man?” Wisor replied, stating: “Yes, but I need that cash” in reference to the $30 drug debt, which the informant owed Wisor.
The informant text-messaged Wisor and stated, “I got it. My man is coverin’ me. Where [are] you @?” Wisor instructed the informant to bring the $30 debt, while he’s text-messaging his “dude.” The informant text-messaged Wisor, stating they’d be there in 15 minutes and asked if he’d gotten in touch with “him” yet. There wasn’t any reply. The informant text-messaged Wisor stating that they were on their way.
At approximately 8:05 p.m., the agent and informant arrived at Wisor’s residence. The informant text-messaged Wisor stating they were there. Brolin exited the residence and approached the driver’s side window and spoke to the informant to collect the $30 owed to Wisor. The agent handed the amount to the informant who immediately turned it over to Brolin. She returned to the residence to give the money to Wisor, who then exited the residence; he was attempting to contact his source of cocaine.
At approximately 8:52 p.m., Wisor entered the rear, passenger’s side of the informant’s vehicle. Brolin entered the rear, driver’s side. Wisor stated that “his guy” wasn’t ready and was at the checkout at Wal-Mart. Brolin asked the informant to go to the bank for her to withdraw money, which she did.
Wisor then requested that the informant drive to the Choice Cigarette Outlet, where Wisor and Brolin entered the store. The agent contacted another who was providing surveillance and informed that the cocaine would be delivered to Wisor at the Rainbow Car Wash in Hyde.
Wisor and Brolin returned to the informant’s vehicle. They had stolen several, small bottles of five-hour energy drinks. Wisor informed them that “his guy” was ready and they should drive to the Rainbow Car Wash in Hyde. Upon arrival, the agent provided Wisor with $200 at which time Wisor exited the vehicle and walked away.
At approximately 9:19 p.m., surveillance observed a Ford Taurus parked in the third wash bay from the left. Its operator drove through the wash bay and Wisor waved for him to return; afterward, Wisor entered the passenger’s side. Surveillance observed Wisor exit and followed the vehicle to the Family Dollar Store. There, that agent terminated the surveillance.
Wisor returned to the informant’s vehicle and stated it was his source that pulled in next to the informant’s vehicle. Wisor handed the agent one bag of suspected cocaine. The agent placed the bag inside an empty cigarette pack and then into his left, front pocket. The informant dropped Wisor and Brolin off at their Hyde residence.
At approximately 9:50 p.m., the agent field tested the suspected cocaine from Wisor. It produced positive results for the presence of cocaine. He transported the cocaine purchased from Wisor to the regional office and placed it in evidence.
On May 15, the agent retrieved the suspected cocaine purchased from Wisor on May 8 for $200. He weighed the suspected cocaine, which had a total packaged weight of approximately 1.7 grams. He packed the cocaine and logged it into the regional evidence system. He prepared a request for forensic analysis; it was submitted to the Pennsylvania State Police Crime Lab for further analysis.
On May 23, the agent reviewed photographs of Brolin and identified her as the woman with Wisor. On May 30, the informant was briefly interviewed about Brolin. In addition, the informant was asked to identify the woman in the photograph. The informant said it was Brolin.
On May 30, the agent and informant attempted to purchase cocaine from Brolin with negative results.
That day at approximately 9:02 a.m., the informant used the agent’s cellular phone to call Brolin. The informant left a voice message, asking that she get in touch whenever “things are good,” or referring to the availability of controlled substances.
At approximately 9:34 a.m., the informant used a personal cellular phone and text-messaged a known man who was with Brolin. The informant asked if they could get some “white (cocaine) or “salt” (bath salts) or “anything for that matter.” Afterward, the informant attempted to call the man twice from the agent’s cellular phone; both calls were directed to a voicemail box that hadn’t been set-up. From a personal cellular phone at approximately 9:54 a.m., the informant text-messaged the man and informed him of the attempts to contact him from a different phone, which belonged to that of the agent.
At approximately 11:20 a.m., the informant received an incoming text message from Brolin. She had just noticed the informant’s previous call and asked if they still wanted something. The informant replied that they did.
At approximately 12:17 p.m., the informant used the agent’s cellular phone to call Brolin. The informant spoke to Brolin, who asked them to pick up her and the man she was with.
The informant asked Brolin about getting 1 gram of cocaine. She responded that she could and asked to be picked up on Good Street in Clearfield.
At approximately 12:28 p.m., the agent and the informant departed to pick them up. Shortly after, the informant used the agent’s cellular phone to call Brolin for her exact location. However, the informant observed Brolin standing along the roadway at which point they were informed to follow Brolin and the man. The agent obtained the registration information for the vehicle that Brolin was in.
The informant followed them to the area of the Clearfield Driving Park. They parked side-by-side at the end of the grandstand. The informant and the agent spoke to Brolin and the man who appeared to have recently used controlled substances.
Brolin stated she had to go to the bar and that her source should have cocaine available. If the source didn’t have any, it would only take approximately 10 minutes for the source to obtain it. At this point, Brolin agreed to get approximately 1 gram of cocaine for $100 from her source for the informant and agent.
Brolin stated she was being taxed and that it would be an additional $10. The agent retrieved $110 and provided the money to the informant who passed it through the driver’s side window to Brolin, who was parked beside them in the passenger’s side.
Brolin switched to the driver’s seat and left the Clearfield Driving Park. Surveillance followed Brolin. At approximately 1:18 p.m., surveillance observed her parked in front of Quigley’s Pub on Turnpike Avenue Extension. The passenger door was open, but there wasn’t anyone inside the vehicle.
At approximately 1:22 p.m., the informant text-messaged Brolin asking if they were on their way back, as the informant had an appointment.
At approximately 1:39 p.m., Brolin returned and related she’d forgotten that her source worked until approximately 6 p.m. She returned $100 in smaller bills to the informant who provided it to the agent. She was originally given one $100 bill and one $10. Brolin said the $10 bill was used to put gas in the truck, and she owed them $10.
