HARRISBURG – Thirty-seven suspected drug dealers, accused of selling prescription narcotics and illegal drugs, were charged today following a street-level sweep in Blair County by state narcotics agents and local police.
Attorney General Linda Kelly said the arrests are the result of a four month cooperative investigation into the alleged street-level drug dealing in the Altoona area.
The defendants are charged with dealing a variety of different narcotics including; marijuana, Ecstasy, heroin, cocaine, and crack cocaine. Additionally, many of the defendants allegedly sold highly addictive prescription pain killers including; Oxycodone, Suboxone, Dextroamphetamine, and Valium.
Over the course of the investigation, agents made a series of undercover purchases and controlled buys in and around Altoona and Tyrone. The Altoona and Tyrone areas remain a focus of attention for drug suppliers from outside of Central Pennsylvania due to the increased drug demand.
Kelly said investigators were assisted in their undercover work by information forwarded from Blair Counties’ “Push Out the Pushers” hotline (814-693-3020). The Blair County Drug Task Force, which receives its funding from the Attorney General’s Office, was established to conduct street-level drug investigations.
Information gathered from these investigations, including where the drug dealers obtain their drugs, is used to target mid -to upper-level drug dealers by Bureau of Narcotics Investigation agents and Attorney General drug prosecutors.
Kelly thanked the businesses and community leaders involved with “Operation Our Town,” a nonprofit corporation formed by local business leaders to take back local neighborhoods and rid them of drugs and drug related crime.
Kelly also thanked Blair County District Attorney Richard Consiglio, the Blair County Sheriff’s Office, the Blair County Prison, the Blair County Drug Task Force, the Altoona Police Department, and the Tyrone Borough Police Department for their assistance with the investigation.
The defendants will be preliminarily arraigned before Magisterial District Judges Ormsby and Agner. They will be prosecuted by Blair County District Attorney Richard Consiglio’s office.

–Larry Cliber Sr., 59, Tyrone, Blair County, is charged with two counts of conspiracy, two counts of delivery of Oxycodone, two counts of criminal use of a communication facility, and two counts of possession of Oxycodone.
–Penny Cliber, 37, Tyrone, Blair County, is charged with two counts of conspiracy, two counts of delivery of Oxycodone, two counts of criminal use of a communication facility, and two counts of possession of Oxycodone.
–Jeffrey Brown, 50, Altoona, Blair County, is charged with one count of delivery of Hydrocodone, one count of possession of Hydrocodone, and one count of criminal use of a communication facility.
–Casie Yandow, 23, Tyrone, Blair County, is charged with two counts of conspiracy, two counts of delivery of marijuana/Suboxone, two counts of possession of marijuana/Suboxone, and two counts of criminal use of a communication facility.
–Troy Alley, 27, Tyrone, Blair County, is charged with two counts of conspiracy, two counts of delivery of marijuana/Suboxone, two counts of possession of marijuana/Suboxone, and two counts of criminal use of a communication facility.
–Benjamin Phillips, 31, Tyrone, Blair County, is charged with two counts of delivery of marijuana, two counts of possession of marijuana, two counts of criminal use of a communication facility, and one count of conspiracy.
–Theodore Jablonski, 57, Apt. 1, Altoona, Blair County, is charged with two counts of delivery of Oxycodone, two counts of possession of Oxycodone, and two counts of criminal use of a communication facility.
–Thomas Gority, 30, Altoona, Blair County, is charged with one count of delivery of heroin, one count of possession of heroin, and one count of criminal use of a communication facility.
–James Garman, 30, Altoona, Blair County, is charged with five counts of conspiracy, five counts of delivery of heroin, five counts of possession of heroin, and five counts of criminal use of a communication facility.
–Joshua Wansley, 32, Altoona, Blair County, is charged with two counts of conspiracy, two counts of delivery of heroin, two counts of possession of heroin, and two counts of criminal use of a communication facility.
–Milton Brown, age unknown, Altoona, Blair County, is charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin, and one count of criminal use of a communication facility.
–Ronald Shields, 31, Altoona, Blair County, is charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin, and one count of criminal use of a communication facility.
–Marcus Gibson, 25, Hollidaysburg, Blair County, is charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin, and one count of criminal use of a communication facility.
–Serena Kifer, 25, Williamsburg, Blair County, is charged with one count of delivery of marijuana and one count of possession of marijuana.
–Michael Calderwood, 31, James Creek, Huntingdon County, is charged with four counts of possession of heroin/marijuana/Suboxone/Ecstasy, two counts of delivery, one count of conspiracy, one count of paraphernalia, and one count of CC 908.
–Creig Shultz, 27, Altoona, Blair County is charged with six counts of possession of heroin/marijuana/Suboxone/Ecstasy, four counts of delivery, of heroin/marijuana/Suboxone/Ecstasy, two counts of conspiracy, two counts of criminal use of a communication facility, one count of paraphernalia, and one count of CC 908.
–Kourtney Thomas, Altoona, Blair County, is charged with five counts of possession of heroin/marijuana/Suboxone/Ecstasy, three counts of delivery, two counts of conspiracy, one count of criminal use of a communication facility, one count of paraphernalia, and one count of CC 908.
–Samantha Jo Willis, 22, Altoona, Blair County, is charged with one count of delivery of THC chocolate covered bananas and one count of THC chocolate covered bananas.
–Garrett Rabold, 22, Altoona, Blair County, is charged with two counts of delivery of cocaine, two counts of possession of cocaine, and two counts of criminal use of a communication facility.
–Shawn Sinisi, 20, Altoona, Blair County, is charged with two counts of delivery of cocaine/marijuana, two counts of possession of cocaine/marijuana, two counts of criminal use of a communication facility, and one count of conspiracy.

–Michael Trosky, 36, Gallitzen, Cambria County, is charged with two counts of conspiracy, two counts of delivery of Blizzard/Metadate, and two counts of possession of Blizzard/Metadate.
–Paula Cross, 32, Altoona, Blair County, is charged with two counts of conspiracy, two counts of delivery of Blizzard/Metadate, two counts of possession of Blizzard/Metadate, and one count of criminal use of a communication facility.
–Alan Crissman, 24, Altoona, Blair County, is charged with two counts of delivery of Vicodin, two counts of possession of Vicodin, and one count of criminal use of a communication facility.
–Jaclyn Reading, 31, Altoona, Blair County, is charged with one count of conspiracy, one count of delivery of Oxycodone, one count of possession of Oxycodone, and one count of criminal use of a communication facility.
