CLEARFIELD – The Clearfield County Commissioners are closing in on a resolution for a property issue tha spans a little more than 30 years.
It was reported in March 2011 that the county returned the property title back to the Clearfield-Jefferson Community Mental Health Center Inc., a private non-profit corporation located at 600 Leonard St., at Monday’s special meeting.
In the deed recorded in 1980, Solicitor Kim Kesner pointed out that for whatever reason a provision existed, which automatically returned the property back to the county in 1991.
The CJMHC wanted to pursue improvements to its property but recently wasn’t able to secure a loan.
On Tuesday, Kesner gave the county an update into some research he had done on the original transaction, and subsequent transactions. Kesner indicated that the the Mental Health Center took out a loan from the Clearfield County Industrial Development Authority to build their current structure. He reiterated that for whatever the reason of the provision, the land was returned back to the county in 1991.
Kesner said he found paperwork that led down two paths. One showed that the Mental Health Center would lease the land from the county for a number of years. Another showed that the CCIDA had looked at obtaining funds to purchase the property from the county. He indicated that both paths led to dead ends.
Ultimately, the commissioners agreed to execute and deliver a deed to the Clearfield-Jefferson Community Mental Health Center Inc.
