An incident of disorderly conduct was reported at 9 a.m. Tuesday when a 42-year-old Altoona man was allegedly observed “running around town, acting crazy and causing a disturbance.” State police located and observed the man on Curtain Street near Grizzley’s Bar, Osceola Mills, at which time he’d removed his shoe and attempted to throw it at a passing vehicle. He was found to be in a “confused state of mind” and later confessed to taking bath salts. He was arrested for disorderly conduct and placed in the Clearfield County Jail for a probation violation.
