CLEARFIELD – On Wednesday afternoon, board members of the Clearfield County Recreation and Tourism Authority unanimously voted in favor of officially appointing Holly Komonczi as their new leader.
In late April, Nancy Micks, board chairperson, issued a press release on behalf of the CCRTA. She announced Komonczi had been named the executive director.
During Wednesday’s public comment period, Wendy Lynn, a staff writer with The Progress, asked Micks if the board planned to make Komonczi’s appointment official.
“It’s my knowledge that the Sunshine Law requires she be hired under a (board) vote,” Lynn said. Micks said they would address the matter during the meeting.
When Komonczi’s hiring was addressed, Micks said the board met in executive session following last month’s regular meeting. Micks requested the closed session at 12:49 p.m., and they adjourned from the same at 1:16 p.m., according to board documents.
“I assure you no action will be taken (at the present time),” Micks said, when they adjourned the regular meeting last month.
Micks said they recommended and later offered the position of executive director to Komonczi. When Komonczi accepted the position, Micks said they felt it was “imperative” for her to begin and “move forward.”
For their records, Micks requested that board member, Terry Malloy call for a vote. Malloy led the search and application review for the board.
Malloy did not seek a roll call vote for the official hiring of Komonczi. No board members opposed the hiring.
“This has been a difficult and time consuming decision,” Micks wrote in her press release that was published April 29 on GantDaily.com.
“More than three dozen applications were received for this important and demanding position.”
She continued, “The knowledge and experience that Holly brings to the position will greatly benefit the organization.”
Komonczi had served on an interim basis since the resignation of former executive director Sandy Fink-Barrett in February.
At a February meeting, the CCRTA board went into an executive session for “personnel issues.” They remained in the same for approximately 35 minutes.
Afterward, board members reconvened with a motion to carry out “the recommendation as set forth.” Malloy then requested a roll call vote, which received approval, 7-3.
Board members Jane Elling, Joe Kendrick, Joan Robinson-McMillen, Missy Rummel, Ray Savel, Greg Sheehan and Micks voted in favor of the motion.
Board members Wilson Fisher, Lynda McCracken and Malloy voted no. Both board members Tom Grice and Hildred Rowles were absent from the meeting.
Following the vote, Micks announced a “mandatory staff meeting” for 3:45 p.m. Feb. 18.
Barrett related she had a previously scheduled meeting at the same time. Micks then instructed Barrett to cancel the same, as her attendance was required at their staff meeting.
Micks said they issued a press release announcing Barrett’s resignation following the Feb. 18 staff meeting.
At the March meeting, the CCRTA board clarified the action taken on a “recommendation” a month prior in order to comply with the Sunshine Act regulations.
In doing so, Micks indicated the human resource committee was accepting an employee resignation as presented during the February meeting.
She requested the prior record be amended as a result. She further indicated they received a resignation from Barrett.
