HARRISBURG — The Department of Environmental Protection announced it has fined Frank Perano, the owner of a Dauphin County mobile home park, $123,570 for multiple violations stemming from unpermitted sewage discharges into a nearby stream.
Perano owns the Cedar Manor Mobile Home Park in Londonderry Township. Following rain, raw and partially treated sewage discharged from the park’s overloaded treatment plant into an unnamed tributary of the Conewago Creek.
Most recently, discharges were detected during three routine inspections in December. On Dec. 10, DEP ordered Perano to take action to stop the discharges and submit a professional engineering evaluation of the plant.
“Mr. Perano failed to operate the treatment plant in a manner protective of the public’s health,” said DEP Southcentral Regional Director Rachel Diamond. “Mr. Perano did not notify the department of the discharges and failed to comply with a department order to make the necessary corrective actions in a timely manner.”
In January, Perano submitted to the department plans for operating the plant under high flow conditions. The Dec. 10 order remains in effect and DEP will continue to take all appropriate actions to see that Perano makes the necessary changes to stop the discharges and bring the sewage treatment plant into compliance with the terms of its operating permit.
