WILLIAMSPORT – The Department of Environmental Protection has fined two New York businesses a total of $15,500 for disposing and burning solid waste in Windham Township, Bradford County, last September without a permit.
Central New York Oil and Gas LLC was fined $11,000 and Willbros Project Services (U.S.) LLC $4,500. Both companies are from Owego, N.Y.
“DEP responded to a citizen complaint at Central New York’s material storage area and discovered a large pile of solid waste about 40 feet by 40 feet and up to nine feet high,” said DEP Northcentral Regional Director Robert Yowell. “We also discovered an unpermitted burn area about 30 feet by 40 feet that was covered with soil and smoldering.”
The pile of solid waste included timber mats, tires, pallets, oil booms, foam pipe inserts, straw and other waste.
DEP sent notice of violation letters to Central New York and Willbros, a company that provides construction supervision services for Central New York. The letters directed the companies to clean up and properly dispose of the waste.
Two DEP inspections done in October 2008 verified that the waste had been removed, and Willbros provided disposal receipts for about 39 tons of waste.
The fines were paid to the Solid Waste Abatement Fund, which is used to help pay for cleanups across the state.
