CLEARFIELD – PA Waste LLC, of Feasterville, issued a response to the Pennsylvania Department of Environmental Protection’s Second Technical Review letter for the proposed construction of its Camp Hope Run Landfill in Boggs Township, County Solicitor Kim Kesner said Tuesday at the County Commissioner’s work session.
In a Feb. 25 letter, David Garg, professional engineer, facilities manager and waste management of DEP, notified PA Waste the application was incomplete, as it didn’t include required information about a harms/benefits analysis, traffic analysis and the need for a permit term longer than 10 years.
Garg asked PA Waste to submit a revision within 60 days of its receipt of the review letter, or the application would not be accepted. He also left them with the option to decline the request and ask DEP to make a final decision based on the information already made available.
After review of its most recent letter to DEP, Kesner said PA Waste continues to object the Department’s request and still has not provided an adequate response.
He also said the response lacked information about Act 101.
“It doesn’t address the county’s claim that (the landfill) conflicts with the county’s comprehensive plan and the implementation of its Solid Waste Plan,” he explained.
Commissioner Mark McCracken said there wasn’t any mention of the traffic analysis of the landfill.
“No, there wasn’t,” Joan Robinson McMillen said.
Kesner said the letter was marginal at best and woefully inadequate.
