HARRISBURG – Pennsylvania Department of Transportation Secretary Allen D. Biehler announced Wednesday that Richard H. Hogg has been named deputy secretary for highway administration. Hogg, a former district executive, had been the acting deputy secretary since March.
“Rick has done a tremendous job as the acting deputy these last few months,” Biehler said. “The experience and leadership he brings to this position is unrivaled. Rick is an innovative and talented individual who will play an integral role in the department’s bright future.”
Prior to his arrival in Harrisburg, Hogg, a licensed, professional engineer, served as the district executive for District 10, which encompasses Armstrong, Butler, Clarion, Indiana and Jefferson counties. Under Hogg’s leadership, District 10 was honored with two of the highest standards for environmental and quality management.
Its maintenance unit was the first in the nation to achieve International Organization for Standardization 14001 status in its environmental management, and its construction unit achieved ISO 9001 status for quality control of its projects.
Hogg, a 24-year PennDOT veteran, has served as county maintenance manager in Armstrong County. Hogg also worked as an assistant district engineer for maintenance and assistant district engineer for design.
