Consolidation Joint Board Approves Hiring of Recently-retired PSP Trooper

DUBOIS – The DuBois-Sandy Consolidation Joint Board on Wednesday approved the hiring of Bernie Snyder, a recently-retired Pennsylvania State Police trooper.

Snyder was seeking a part-time position in retirement, and brings certifications to the City of DuBois and Sandy Township that will allow local enforcement of motor carrier safety laws.

It was noted about how DuBois is situated among several major traffic paths and how it will be beneficial to have Snyder’s background and experience.

“He is very experienced,” commented Sandy Township Police Chief Kris Kruzelak, “and will be an asset to our department.”

Township/City Manager Shawn Arbaugh spoke of a similar position filled while he served as manager in Bethel Park. He said it worked out well and was “self-sustaining” due to revenue from collection of fines.

Snyder will be hired under Sandy Township for the remaining year or so of the township and city acting as two separate entities.

Because consolidation is so close, they previously agreed that both municipalities are required to give approval of any new personnel.

Supervisor Bill Beers asked why Snyder’s hiring couldn’t wait until after the consolidation in 2026.

In response Kruzelak indicated that Snyder needs a set amount of vehicle inspections within a time period in order to maintain his certifications.

Snyders’ duties will extend beyond just motor carrier safety laws, as he will also fill in as school resource officer and in booking on an as-needed basis.

Also, on Wednesday, the board approved an official letter of intent that seeks the Pennsylvania Department of Community & Economic Development’s assistance with the hiring of an assistant manager.

The board sought applications but was unable to find anyone with adequate municipal experience.
