DuBois City Has Initial Discussion on 2025 CDBG Funds

DUBOIS – The City of DuBois announced its 2025 Community Development Block Grant allocation Monday night.

The city will receive $306,590, which officials expect to be available to assist with local projects in spring 2025.

Redevelopment Director Joe Mitchell said it wasn’t time yet for the city to propose specific projects as that will occur further down the road.

Mitchell did invite members of the public to submit suggestions to the city, which has an application deadline of Nov. 1.

The usual limitations for this grant remain in place, with 70 percent having to go towards projects with majority of those benefiting being low- to moderate-income.

Mitchell noted a recent economic survey with preliminary data suggesting that enough DuBois residents had fallen into the low- to moderate-income range, it would now have more freedom to use CDBG funds for city-wide purposes again.

There is also a maximum of 18 percent, or $55,186.20, that can be used for administrative costs, and only 30 percent, or $91,977, can be used for demolition and clearance costs.

Bond Sale

Council also voted Monday night to approve the second and final reading of the ordinance authorizing $16 million in bond and note sales.

This will not be new debt on top of existing city debt, but bonds to pay off three existing, high-interest rate loans with new debt at a lower interest rate.

The notes are a short-term debt (maximum three years) to cover consolidation-related expenses that will later be fully-reimbursed by already promised grants.

HR Module Purchase

Council approved the purchase of the Edmunds HR Module, at $6,200, over a three-year contract term. 

This is the HR software that Sandy Township currently utilizes.

This software will allow DuBois employees to enter their time sheets and vacation requests digitally instead of on paper.
