CLEARFIELD – A former State Correctional Institution at Houtzdale inmate who threw urine on a corrections officer was sentenced Wednesday by President Judge Fredric J. Ammerman in Clearfield County Court.
Antoine L. Culmer, 35, now an inmate at the SCI Rockview was found guilty of aggravated harassment by prisoner following a trial Nov. 5, 2014. Culmer was sentenced by Ammerman to serve an additional 30 to 60 months in state prison for an incident that occurred Feb. 19, 2014 while he was incarcerated at the SCI Houtzdale.
Prior to sentencing, Culmer addressed the court, claiming “his life was in danger” at the SCI Rockview. He said that he feared going back to the prison, as “hits have been put out on him,” including one ordered by Kim Kardashian. Culmer also advised Ammerman that author Stephen King was plotting to kill him (Ammerman).
According to Culmer, there are two dead bodies in his cell and a gazillion dollars in cocaine underneath his bed. He also claimed that there were people eaten at the SCI Rockview over Christmas. “I have so much proof,” he said, adding he had it with him in court.
Ammerman advised Culmer that he’d made allegations towards a state prison in Centre County in a Clearfield County courtroom. Also, he told Culmer that he cannot help him investigate his allegations, as he is neither a law enforcement officer nor has any arresting powers. “These aren’t allegations, sir. I have proof right here,” said Culmer.
Ammerman suggested that Culmer meet with Assistant District Attorney Josh Maines after his sentencing proceeding and provide him with his proof to possibly transfer over to the state police at Rockview and the Centre County District Attorney’s office.
Culmer said he wasn’t giving up his proof with homicide attempts and things like that happening to him at the SCI Rockview. “I thought that at the trial you testified that you’re Jesus Christ. I think it would be hard to do if you’re the prophet,” said Ammerman.
Culmer said he was Jesus Christ and if no one helps him, then all of Pennsylvania will be destroyed. He claimed that everyone at the SCI Rockview knows about the “hits” on him and that he is a “Crip.” “But they call me crab … They think they’re going to eat me.”
He continued, claiming that “I have so much proof. I can bring the whole world down, except for the Holy one.”
Ammerman proceeded with Culmer’s sentencing. Afterward, he ordered Maines to obtain transcripts of Culmer’s sentencing proceeding and to give consideration so far as them being turned over to Centre County Court.
According to the affidavit of probable cause, on Feb. 19, 2014, SCI Houtzdale Corrections Officer Seth Daniel Burggraf opened a meal slot on Culmer’s cell door to collect his meal tray. Burggraf said when he did Culmer threw a cup of urine on him, hitting his left arm, pants and boots.
“He stuck his hand out the wicket and said, ‘the prison is holding me hostage. I maxed out,’” Burggraf said. He told state police Culmer used a kitchen cup, which was full of yellow liquid that smelled pretty bad. Culmer was the only inmate occupying the cell when the incident occurred, Burggraf said.
When interviewed by state police, Culmer claimed that he “maxed out” on Jan. 31, 2014 and he’s being held hostage. Culmer also claimed that prison officials had killed him over on “C Pod” on Oct. 23, 2013 and put a “Blood” in his cell around Nov. 13, 2013.
According to Culmer, the “Blood” hit him with a tray and prison officials came in to break it up. He said, “They are all ‘Blood’ members. They got counselors bringing guns in for inmates so they can try to kill me.” Culmer said he only threw water on Burggraf because “he’s the devil.”
Burggraf’s pants were sent to the Erie Regional Laboratory for analysis. The laboratory analysis detected the presence of urine on the right, front thigh area of the pants, the affidavit states.
