Regarding the Clearfield County Commisioners’ decision to hire an independent benefits consultant to review healthcare proposals, what is the reason for the change of heart? True, it was part of the arbitrator’s decision in September. However, referring to the Commissioners’ letter to Gant Daily, dated October 12, 2011, the Clearfield County Association of Professional Employees (CCAPE) and I were criticized for suggesting that the County seek the expertise of an independent benefits consultant. Commissioners stated, “Mr. Dugan has requested that we spend additional taxpayer money to bring in a second benefits consulting firm when we already have a very competent firm that advises many county and municipal governments in Pennsylvania.” What has changed? Have the commissioners finally decided that it will be cheaper to correct the problem rather than try to cover it up?
Commissioner Sobel stated, “It’s going to be a good faith review.” Why has the county already received proposals before hiring the independent consultant? The commissioners have refused to answer questions about the current healthcare program from the very start. CCAPE has had to fight to get information regarding the program. How has the County requested these proposals and why was Geisinger omitted? Fortunately, a broker realized it. Why have the commissioners started the process before getting committee representation from the bargaining units. Make no mistake about it, this independent review would not have happened if CCAPE had not forced the issue. The commissioners should not attempt to do a quick and dirty job. Taxpayers in Clearfield County should be demanding to know why Clearfield County is paying so much in healthcare premiums, yet the commissioners are bragging about the huge refunds received. Again, what is the true cost of healthcare coverage for Clearfield County and why do the commissioners pay so much money up front and wait for the refund a year later? Keep the money in Clearfield County. I believe the same question could be asked about the negotiator that the county has hired.
It should not be the employees’ jobs to ensure that the county operates in an efficient manner. Yet, with respect to healthcare coverage that is exactly what is happening. However, the commissioners continue to do a sloppy job and have fought the groups every step of the way. Clearfield County employees and taxpayers deserve better. The commissioners should be giving back part of their salaries for work not done. The only pressure on the commissioners to do a good faith review now is to let the media observe the process. The taxpayers have a right to know.
