REYNOLDSVILLE, Pa. (EYT) — State Police have arrested a Jefferson County man on multiple felony charges after a digital forensics investigation uncovered illegal materials on his cell phone, according to court documents filed Thursday.

According to court documents, 27-year-old Steffan Dolby, of Reynoldsville, faces nine second-degree felony counts and six third-degree felony counts related to the possession of illicit materials. He is also charged with one count of dissemination and one count of criminal use of a communication facility.

The investigation began after authorities received a cyber tip from the National Center for Missing and Exploited Children. During the execution of a search warrant at Dolby’s Ohio Street residence on November 1, investigators seized a Motorola Moto G Power phone.

According to the criminal complaint, a forensic examination of the device revealed eight files containing illicit contact and six files containing prohibited images. Investigators also discovered multiple unreported social media accounts on various platforms.

Dolby was already required to register as a Tier 1 sex offender due to previous convictions, authorities said. He faces nine additional charges for allegedly failing to report his social media accounts as required by his registration status,  the complaint continues.

Dolby is being held at Jefferson County Prison on $30,000 bail.

A preliminary hearing is scheduled for November 27 before Magisterial District Judge David B. Inzana.

If convicted, Dolby could face substantial prison time, as second-degree felonies in Pennsylvania carry up to 10 years per count.
