DEP to Hold a Public Conference on Proposed Land Use Change by RES Coal LLC on Mine Sites Located in Clearfield County

Williamsport, PA – The Pennsylvania Department of Environmental Protection (DEP) will hold a public conference to accept comments and questions for a land use change for two mined sites in Goshen Township, Clearfield County.

The conference will take place on Tuesday, September 3, 2024, from 5:00 to 7:00 PM at the Goshen Township Building/Firehall, 116 Knobs Rd., Shawville, PA, 16873. All interested parties are encouraged to attend.

RES Coal LLC has requested to change the land use on two mine sites owned by multiple property owners, referred to as the Surveyor Run #1 Operation (17930117) and the Shaw #2 Operation (17090107). The total acres covered by the land use change are 221.7 acres for the Surveyor Run Operation and 431.9 acres for the Shaw #2 Operation, both located near the village of Croft.

The proposed land use change is from the classification of Forestland, Cropland, Pastureland, Land Occasionally Cut for Hay, or Residential Land to the classification of Unnamed Natural Habitat with a joint land use of Industrial/Commercial for the proposed Mineral Basin Solar Project.

The conference will begin with an open house from 5:00 to 5:30 PM, during which DEP staff will be available to answer questions and attendees may sign up to speak. Beginning at 5:30 PM, brief updates on the status of the applications will be given by DEP and RES Coal LLC, and then comments and questions regarding the land use change applications will be accepted. 

Oral comments and questions should be limited to no more than 5 minutes per person.  Written comments of any length will also be accepted. Written comments can be given to DEP staff during the hearing, or sent by 4:00 PM on Monday, September 30, 2024, by email at RA-EP-Moshannon@pa.gov or by mail to DEP’s Moshannon District Mining Office at 186 Enterprise Dr., Philipsburg, PA, 16866. DEP will equally consider all comments, whether delivered orally during the hearing or submitted in writing.

Copies of the applications will be available for review at the conference and are also available for public inspection at the Moshannon District Mining Office during business hours. Contact  the Moshannon office at 814-342-8200.
