Explore Jefferson: Convicted Sex Offender Jailed for Failing to Comply With Megan’s Law Requirements

SNYDER TWP., Pa. (EYT) — A convicted sex offender is behind bars at the Jefferson County Jail for reportedly failing to meet Megan’s Law requirements.

Court documents indicate that DuBois-based State Police filed criminal charges against 58-year-old Donald Ardell Hagan, listed as a transient, in District Judge David B. Inzana’s office on May 13.

According to a criminal complaint, PSP DuBois received an investigation request from the PSP Megan’s Law Unit on March 8 into Megan’s Law offender, Donald Hagan, who was required to appear during his verification window of February 19 to February 28, and failed to appear.

Hagan was a resident at Just For Jesus Ministries, of Brockway, the complaint states.

PSP DuBois Cpl. Adam Borden checked the PASORT CLEAN site, which showed Hagan’s last appearance was on January 29, at PSP DuBois. A criminal history check of Hagan showed he has previously been convicted of Failure to Comply as a Sexual Offender, offense date January 1, 2009, the complaint indicates.

Around 9:52 a.m. on March 8, Cpl. Borden spoke with a representative of Just For Jesus and advised him of the situation. The representative stated that Hagan was not present at the facility; however, he told police he would get a message to him.

Around 11:40 a.m. on March 8, Hagan appeared at PSP DuBois and completed his verification. Cpl. Borden then advised Hagan of his Miranda Warnings and began questioning him about being out of compliance. Hagan admitted he knew he was out of compliance and that it had just slipped his mind. Hagan was able to tell Cpl. Borden the dates he was required to complete his verification and related “it was on him” for missing his verification window, the complaint notes.

Hagan apologized several times for being out of compliance and requested a “second chance,” according to the complaint.

According to PA Megan’s Law, Hagan was convicted of several sexual offenses from 1992 to 2007, including four Indecent Assault convictions,  an Involuntary Deviate Sexual Intercourse conviction, and a Criminal Solicitation — Involuntary Deviate Sexual Intercourse conviction.

He was arraigned at 10:10 a.m. on Tuesday, May 14, on the following charge in front of Judge Inzana:

Unable to post $10,000.00 monetary bail, he was lodged in the Jefferson County Jail.

A preliminary hearing is set for June 13, at 10:15 a.m. with Judge Inzana presiding.
