CLEARFIELD – The Clearfield County Commissioners on Tuesday initiated the lengthy process of updating their county municipal solid waste plan, which is set to expire Jan. 1, 2023.
The Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act requires each county state-wide to prepare and adopt a municipal waste management plan every 10 years.
According to information provided by county Solid Waste Authority Director Jodi Brennan, the primary purposes of the municipal waste management plan are to:
- ensure counties have sufficient processing and disposal capacity for their municipal waste for at least 10 years.
- ensure a full, fair and open discussion of alternative methods of municipal waste processing or disposal;
- ensure maximum feasible waste reduction and recycling of municipal waste or source-separated recyclable material.
- conserve resources and protect the public health, safety and welfare from short- and long-term dangers of transportation, processing, treatment, storage and disposal of municipal waste.
The first step in the process, Brennan said, is to form a County Solid Waste Advisory Committee. She said representatives are needed from various areas, which include:
- all classes of municipalities within the county (city, township, borough);
- citizen organizations;
- industry;
- private solid waste industry (operating within Clearfield County); and
- private recycling or scrap metal processing industry (operating within Clearfield County).

The deadline is 4 p.m. Feb. 19.
