Clearfield Co. Soliciting Applications for At-Risk Bridge Funds

CLEARFIELD – Clearfield County is actively soliciting applications for at-risk bridge projects from local municipalities.

On Tuesday, the board of commissioners announced the availability of Act 13 At-Risk Bridge funds to repair or replace a municipally-owned, structurally deficient bridge.  Projects, which have a scope of work that removes its structurally deficient status, will be considered for funding.

Act 13 of 2012 establishes a Marcellus Legacy Fund that allocates a portion of the Marcellus Shale Impact Fee to the Highway/Bridge Improvement Restricted Account in the Motor License Fund.

These funds are distributed to counties (proportionately based on population), and are to be used to fund the replacement or repair of locally-owned (county, municipal) at-risk, deteriorated bridges.

The Pennsylvania Department of Transportation defines an at-risk, deteriorated bridge as one that’s structurally deficient, and this includes those posted with weight restrictions.

Act 13 requires PennDOT to approve a submitted plan to repair at-risk, deteriorated bridges. The Transportation Improvement Program (TIP) will act as the official document for approval of such bridges.

Clearfield County will work in partnership with the North Central Regional Planning and Development Commission through its Regional Rural Transportation Planning Organization to program any funds awarded on the region’s TIP.

Projects will be reviewed and ranked based upon eligibility requirements, amount of funding leverage, community impact, level of project support and collaboration and project timeliness.
