CLEARFIELD – A Morrisdale man is facing felony and misdemeanor charges for allegedly allowing his two young children to smoke marijuana.
Robert Keith Foster, 29, is being charged by Trooper Matthew Peacock of the Clearfield-based state police with two felony counts of endangering the welfare of children and two misdemeanor counts of corruption of minors.
Foster waived his right to a preliminary hearing Monday during centralized court. His bail is currently set at $10,000 unsecured.
The charges stem from allegations that Foster let his children smoke “dope” between January and August of 2019, according to the affidavit of probable cause filed with the office of Magisterial District Judge Jerome Nevling.
During a forensic interview at the Child Advocacy Center of Clearfield County, Foster’s 5-year-old said his parents put needles in their arms, and his dad let him smoke weed from his pipe “a bunch of times.”
He also described how his parents put “subs” (pills) down and used a razor blade to make lines. Then, he said they stuck it up their nose with a tube.
Foster’s 4-year-old son was also interviewed and reportedly stated that he had smoked weed with his father and brother. He said they smoked it in his dad’s room, and his dad keeps the weed in a drawer.
During an interview June 17, Foster admitted to using marijuana and snorting Subutex, but said he used needles about two years ago. He said he’d showed his children weed and they’d caught him smoking it before.
When confronted with his children’s statements, he said he’d caught them getting into his drawer and with his marijuana pipe. However, he denied that he ever smoked marijuana with them.
Peacock told Foster he didn’t believe his children were able to make up such detailed allegations. Though Foster didn’t believe they did either, he continued to deny having ever let them smoke weed.
He became upset, saying he’d “never be the father he wanted to be.” Foster then terminated the interview.
