On Dec. 18, 2015, Congress passed and the President signed a $1.1 trillion funding bill that will keep the federal government running until Sept. 30, 2016. The bill included a quid pro quo energy provision in which members on both sides of the aisle went home for the holidays with “presents” in their stockings.
