CLEARFIELD – A $3 million revitalization project is on the move in Clearfield Borough.
At Thursday’s Clearfield Borough Council meeting, Borough Operations Manager Leslie Stott gave an update on the ongoing streetscape project. Stott said work on Front Street would be completed within the next two weeks and crews will be moving to begin work on Market Street.
The project involves replacing sidewalks, trees and decorative light poles in the downtown area. The project was made possible through a grant from PennDOT.
Stott also said that some of the trees, which had been planted along Third Street, did not meet the project specifications, as they were too small. She said the trees would be removed and replaced with trees that are the proper size.
With construction zones in place on some of the major thoroughfares in the borough, Mayor Jim Schell warned residents to be patient when traveling through the work areas.
Also at the meeting, the council approved the paving list. The list includes Van Valzah Avenue from Walnut to Front streets, Healy Avenue from Cherry to Reed streets, Bell Avenue from Second to Fourth streets, Banks Street from Turnpike Avenue to Park Street, the unpaved section of Quarry Avenue, Patterson from First Street to the end. The borough also plans to do overlay work on Byers Street from High Street to the borough line and a portion of Sixth Street.
In other business, the council approved:
- Allowing the Laurel Run Chapter of Delta Waterfowl place between six and eight nest boxes for ducks along the riverbank from Upper Witmer Park to the J.G. Food Warehouse. Stott said the group has asked the borough to encourage residents not to feed items, such as bread and potato chips to the ducks, as these foods can be very harmful to the animals.
- Road closures on Aug. 21 on Market Street from Front to Second streets and Locust Street from Front to Water streets for the CRC Arts Festival and Clearfield Borough Birthday Celebration. Road closures on Oct. 9 at 4 p.m. to Oct 10 at 6 p.m. on Market Street from Second Street to Temple Avenue, Third Street from Market to Church streets and Locust Street from Temple to Second avenues for the CRC Fall Festival.
- Traffic restrictions for the CRC Pumpkin Run on Oct. 10.
- Contracting Hoyt Plumbing to make the necessary repairs to restore hot water at 14 South Front St. for up to $2,000.
- Traffic restrictions on June 20 for the Chinklacamoose 5K sponsored by the Clearfield County Conservation District.
- Terminating the lawn care contract with Pine Grove Nursery.
- Authorizing police Chief Vincent McGinnis and Stott to utilize temporary secretary support for the summer months to fill in for vacation schedules.
- Accepting the resignation of James Leitzinger from the police Civil Service Commission and appointing Councilwoman Heather Bozovich to the commission
- Authorizing Stott to hire an approved PennDOT inspector supervisor.
- Amending the resolution to authorize the CRC to apply for a $50,000 grant from the state for its façade renovation program. The initial approval by council was for $30,000.
